MINUTES <br />CITY COUNCIL <br />SEPTEMBER 11, 2013 <br />555 LITTLE <br />CANADA <br />ROAD <br />UTILITY <br />IMPROVEMENT <br />The Administrator noted that the action before the Council this evening is <br />to accept Maplewood's feasibility report for this improvement and call for <br />a public hearing to present the improvement to the impacted Little Canada <br />property owners. There was discussion that the Little Canada property <br />owners are aware of the project and had been invited to various meetings <br />by the City of Maplewood. Blesener noted that if the majority Little <br />Canada property owners do not support an improvement, it has been the <br />City's practice to not proceed. He asked about that scenario in this case. <br />The City Administrator pointed out that it is Maplewood's intention to <br />proceed with this project in 2014. <br />The Public Works Superintendent discussed the Complete Streets Plan <br />that Maplewood has adopted for their street improvement projects which <br />includes a narrow street design, sidewalks, bump -outs for parking, and <br />rain water gardens in boulevard areas. The Superintendent indicated that <br />given some concerns relative to sidewalks, the sidewalk portion of this <br />improvement has been scaled back. <br />The Council discussed the annexation issue as well as the timing of the <br />improvement hearing. The Administrator suggested that he have some <br />additional discussions with the Maplewood City Manager, and bring a <br />recommendation back to the Council at the next meeting. Council agreed. <br />The City Administrator reported that given the Little Canada Road <br />improvement which is currently underway, the City Engineer has <br />recommended that water main and sanitary sewer be extended to the <br />lot at 555 Little Canada Road. Undertaking the utility improvement at <br />this time will preclude the necessity for digging up the street at a later date <br />when the lot is developed. The Engineer has discussed this with the <br />property owner, who has submitted a 100% petition requesting the <br />improvement. The property owner is agreeable to paying the entire cost, <br />and is seeking that the property be assessed for that cost. The <br />Administrator indicated the assessment is proposed to be spread for 10 <br />years at an interest rate of 4.5% similar to other projects being assessed <br />this year. <br />Montour introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2013 -9 -158 — DECLARING THE ADEQUACY OF <br />THE PETITION FOR 555 LITTLE CANADA ROAD UTILITY <br />IMPROVEMENT AND ORDERING PREPARATION OF <br />FEASIBILITY REPORT <br />6 <br />
