MINUTES <br />CITY COUNCIL <br />SEPTEMBER 11, 2013 <br />MeMENEMY <br />ROAD <br />(COUNTY B <br />TO VIKING) <br />IMPROVEMENT <br />RESOLUTION NO. 2013 -9 -156 — CANCELLING THE DECEMBER <br />11 AND 25, 2013 REGULAR COUNCIL MEETINGS AND <br />SCHEDULING COUNCIL MEETING FOR WEDNESDAY, <br />DECEMBER 18, 2013 AT 7:30 P.M. <br />The foregoing resolution was duly seconded by Boss. <br />Ayes (4). <br />Nays (0). Resolution declared adopted. <br />Montour introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2013 -9 -157 — CALLING A PUBLIC HEARING TO <br />CONSIDER ADOPTION OF THE 2014 BUDGET FOR <br />WEDNESDAY, DECEMBER 18, 2013 AT 7:30 P.M. <br />The foregoing resolution was duly seconded by Blesener. <br />Ayes (4). <br />Nays (0). Resolution declared adopted. <br />The City Administrator reported that the City of Maplewood is proposing <br />a street project in the Arkwright- Sunrise Area, which includes eight Little <br />Canada properties abutting MeMenemy Road from County Road B to <br />Viking Drive. The project involves full street reconstruction, including <br />concrete curb and gutter, an upgraded storm sewer system and <br />maintenance and improvement of the existing sanitary sewer and <br />watermain system. The Administrator indicated that the City's share of <br />project costs is $243,000, and based on Little Canada's assessment policy, <br />just under $62,000 could be assessed. <br />The Administrator reported that based on a conversation with the Mayor, <br />he contacted the Maplewood City Manager to discuss the possibility of <br />annexing this portion of Little Canada to Maplewood. The Administrator <br />pointed out that Maplewood provides all city services to these Little <br />Canada properties. He noted that the Maplewood City Manager has <br />indicated that Maplewood may have interest in this proposal. The <br />Administrator indicated that he did not discuss the resulting impact of this <br />improvement project. It was also noted that this idea has not been <br />presented to the impacted Little Canada property owners. <br />Montour asked if the assessment opinion letter has been received. The <br />Administrator reported that McKenzie Appraisals is preparing this letter at <br />the $2,500 cost that was authorized. <br />5 <br />
