FEASIBILITY REPORT <br />ARKWRIGHT- SUNRISE AREA IMPROVEMENTS <br />CITY PROJECT 12 -09 <br />ARKWRIGHT STREET, BURR STREET, CLARK STREET, DESOTO STREET, HENDRY PLACE, <br />HIGHWAY DRIVE, LARK AVENUE, LAURIE ROAD, MCMENEMY STREET, SUNRISE DRIVE, <br />VIKING DRIVE <br />1.0 INTRODUCTION <br />1.1 General <br />The Arkwright- Sunrise Area is scheduled for street and utility improvements in 2013 according to <br />the Maplewood Capital Improvement Plan (CIP). However, this project has been delayed to the <br />2014 construction season as a result of balancing bonding needs amongst other City projects. <br />On July 23, 2012 the City Council ordered the preparation of the feasibility study. <br />The existing streets and aging utility infrastructure in the neighborhood (Exhibit 1) present an <br />ongoing maintenance problem for the City of Maplewood Street and Utility Departments. Of the <br />infrastructure elements the city maintains (sanitary sewer, storm sewer, and streets) the bulk of <br />the maintenance activities consist of patching the roadway, filling potholes, and cleaning tree <br />roots from the sanitary sewer system. Maintenance staff has also stated that a considerable <br />amount of effort is spent each winter dealing with ice buildup and the resulting potholing that <br />occurs in these areas. Saint Paul Regional Water Services has noted that the water distribution <br />system in this neighborhood is aging and presents a maintenance problem for the future. <br />A full reconstruction of the subject neighborhood streets, including significant drainage and utility <br />improvements, is proposed. All streets scheduled for reconstruction in this report are local streets <br />and serve mainly local neighborhood traffic. Garbage trucks and school buses are generally the <br />heaviest vehicles using streets within the project area. <br />Staff is proposing the following work be completed as part of the neighborhood improvement <br />project: <br />• Construct approximately 3,100 lineal feet of 5 -foot concrete sidewalk along the south side <br />of County Road B from Mississippi Street to Edgerton Street. <br />• Construct approximately 550 lineal feet of 5 -foot wide concrete sidewalk along the east <br />side of Edgerton Street. This sidewalk construction will connect the existing sidewalks <br />along Edgerton Street north of County Road B and the walk proposed along the south side <br />of County Road B is also proposed. <br />• Pavement rehabilitation on Burr Street and Eldridge Avenue culs -de -sac east of DeSoto <br />Street. <br />• Construct 450 lineal feet of 5 -foot wide concrete sidewalk along the east side of McKnight <br />Road north of Londin Lane. This sidewalk extension is being proposed to provide a <br />pedestrian connection to the businesses and bus stops along the east side of McKnight <br />road in this area. <br />11 <br />
