• The fog seal of past neighborhood improvement project streets. <br />Including these improvements with the neighborhood project reduces costs when compared to <br />constructing these items as standalone projects. <br />1.2 Property History <br />The referenced streets are referred to in this report as the Arkwright- Sunrise Area Streets. As <br />shown on Exhibit 1, the neighborhood area is generally bounded by Highway 36 to the North, <br />Edgerton Street to the East, County Road B to the South, and Interstate 35E to the West. <br />The neighborhood is comprised of residential platted properties as shown on Exhibits 2 and 3. <br />They are listed as follows: <br />1) Dawson's Suburban Acre Lots — Platted in 1885 <br />2) Sunrise Heights — Platted in 1940 <br />3) Schroeder's Suburban Lots— Platted in 1952 <br />4) Londin Homesites — Platted in 1975 <br />McMenemy Street lies along the west border of the City of Maplewood north of County Road B. <br />The properties west of McMenemy Street lie within the City of Little Canada. In order to include <br />McMenemy Street as part of the project, a joint - powers agreement will need to be signed by both <br />City's. This agreement would acknowlede a 50- percent cost -share for the costs associated with <br />improvements to McMenemy Street. Likewise, the City of Little Canada will have to follow a <br />similar public improvement process as is proposed for the City of Maplewood in this report. <br />1,3 Resident Correspondence <br />The feasibility report was ordered at the July 23, 2012 City Council meeting. Subsequently a <br />letter was mailed to the residents on October 9, 2012 to provide information on the council's <br />action and to notify them that preliminary engineering, such as soil borings and a topographic <br />survey would begin within the neighborhood. This letter also included an informational packet <br />containing a questionnaire, information about the questionnaire, information about the <br />construction process, a driveway reconstruction program pamphlet with a copy of the driveway <br />warranty, a rain garden pamphlet, a project location map, and a cover letter addressing the <br />project. <br />Staff has corresponded with the residents regarding this project in a number of ways. <br />• An informational neighborhood meeting was held January 11, 2013, at the Maplewood <br />Community Center. The meeting included a presentation, question and answer session, <br />neighborhood brainstorming session, and one -on -one conversations with city staff. Items <br />discussed at these meetings included the public improvement process, the construction <br />process, existing conditions within the project area, proposed improvements, proposed <br />assessments, alternative neighborhood improvements, and an estimated project timeline. <br />Staff mailed out the invitation to 153 property owners. Approximately 40 residents <br />attended the meeting. The majority of the conversation revolved around the sidewalks <br />proposed for all neighborhood streets shown on the original feasibility layout depicted in <br />Exhibit 4. Nearly all residents in attendance were opposed to the proposed sidewalks. <br />Other items noted by residents at the neighborhood meeting included the need for <br />2 <br />12 <br />
