2.2 Pavement Condition <br />The streets associated with this project have a combined length of approximately 2.2 miles. The <br />Pavement Condition Index (PCI) method was used to determine the condition of the existing <br />roads. The PCI rating is based on a visual survey of the pavement and is a number between 0 <br />and 100 indicating the condition of a roadway, with 0 being the worst possible pavement condition <br />and 100 being the best possible condition (i.e. a new road). The PCI method was developed by <br />the United States Army Corps of Engineers and is widely used in transportation civil engineering. <br />It is the City's general goal to have 75- percent of local streets at a rating of 70 or above. <br />According to the pavement condition survey the streets have an average PCI rating of 35. A significant number of them <br />have PCI ratings that have dropped into the 20's and 30's. <br />The existing roads have failures including, but not limited to, transverse and edge cracking, <br />medium to high severity patching, fatigue (alligator) and block cracking, and potholes. A number <br />of the residential driveways in the area have street patching in front of them due to the settling of <br />the street over time causing pooling of water in front of the driveways. A number of areas within <br />the street section have water pooling in them as well. These puddles ice over in the wintertime <br />and expand causing yearly deterioration of the street pavement. <br />Figure 1, on the following page, displays pictures of the level of pavement deterioration in this <br />neighborhood. Overall, the pictures provide a fair representation of the current state of street <br />disrepair in this neighborhood. <br />5 <br />15 <br />
