The City has received a grant from Metropolitan Council for Inflow /Infiltration improvements and it
is estimated that $39,000 will be applied to this project to help offset some of the proposed
sanitary sewer improvements.
3.7 Lighting
Property owners have indicated a desire for additional lighting in the neighborhood. Based on a
lighting survey of the neighborhood, nearly all areas deemed standard locations for lighting
placement (i.e. curves and intersections) have lights. Intersections or curves that do not have
lighting will be reviewed as per standard policy during the design phase. Additional non - standard
locations will be reviewed by staff and coordinated with residents during the design phase.
3.8 Additional Project Improvements
3.81 Burr Street and Eldridge Avenue Pavement Rehabilitation
The cost estimate includes the rehabilitation of the existing pavement on the Burr Street and
Eldridge Avenue culs -de -sac located east of DeSoto Street. The pavement on these streets
represents an ongoing maintenance problem for the City's Public Works department. The most
current Pavement Condition Index (PCI) rating is 58 on Burr Street and 46 on Eldridge Avenue.
The utilities beneath these streets are generally in good condition and do not require upgrading at
this time. Likewise, the existing concrete curb and gutter is in good condition, requiring only spot
replacement. In order to improve the pavement surface to an acceptable level, as well as delay
the need for a full reconstruction, it is recommended that these streets be milled and inlaid.
This pavement rehabilitation is proposed as an addition to the Arkwright - Sunrise Improvement
project listed in the approved 2013 -2017 Capital Improvement Plan.
3.82 County Road 8 /Edgerton Street Sidewalk
The cost estimate includes installing approximately 3,100 lineal feet of 5 -foot wide concrete
sidewalk along the south boulevard of County Road B from Mississippi Street to Edgerton Street.
Additionally, a 5 -foot wide concrete sidewalk is proposed along the east boulevard of Edgerton
Street from County Road B to the existing sidewalk near Trinity Baptist Church. A sidewalk is also
proposed along the west side of Edgerton Street from Sunrise Drive to the intersection at County
Road 8, connecting the neighborhood to the proposed regional sidewalk.
County Road B and Edgerton Street are listed in the City's 2030 Comprehensive Plan under the
"Parks, Trails, and Open Spaces" chapter. These corridors are noted as major east -west link in
the City, tying the area neighborhoods in with the regional trail system as well as area parks,
These sidewalk extensions are proposed as additions to the Arkwright- Sunrise Improvement
project listed in the approved 2013 -2017 Capital Improvement Plan.
3.83 McKnight Road Sidewalk
The cost estimate includes installing 450 lineal feet of 5 -foot wide concrete sidewalk along the
east side of McKnight road. This sidewalk would run from the existing sidewalk near 320
McKnight Road to the intersection at Londin Lane. Staff has received requests from residents in
the area to make this connection to provide a dedicated pedestrian route to access the
businesses and bus stops in the area.
This sidewalk extension is proposed as an addition to the Arkwright- Sunrise Improvement project
19
29
