• Construct boulevard rain gardens to reduce the amount of runoff and improve it's quality <br />prior to discharge. <br />3.47 Drainage Area 8 — 1.80 Acres <br />Drainage Area 8 represents the portions of Sunrise Drive near its intersection with Edgerton <br />Street. Runoff in this area will continue to flow east through a series of existing pipes along <br />Edgerton Street, ultimately discharging into the pond at the northeast corner of Edgerton Street <br />and County Road B. The following improvements are proposed within Drainage area 8. <br />• Close off access to Edgerton Street at Sunrise Drive and remove connecting paved areas. <br />Removing this pavement and replacing it with turf grass will reduce the amount of runoff. <br />• Extend storm sewer piping and catch basins to low -point on Sunrise Drive to maintain <br />drainage. <br />• Construct boulevard rain gardens and bio- filtration basins to reduce the amount of runoff <br />and improve it's quality prior to discharge. <br />3.5 Watermain <br />At this time, Saint Paul Regional Water Services (SPRWS) has identified approximately 9,700 feet <br />of watermain replacement. Likewise, approximately 1,000 lineal feet of watermain extension is <br />proposed along Burr Street and Highway Drive to provide service to the 14 properties currently on <br />wells. These properties include 2203, 2209, 2214, 2221, 2222, 2225, 2228, 2231, 2238, 2239, <br />2244, 2245, 2250 Burr Street as well as 480 Highway Drive. It is proposed that these properties <br />on Burr Street and Highway Drive be assessed at the 2013 rates for a water service with new <br />main as well as the water service cash connection charge. Assessing properties for these fees <br />allows for them to be paid for over time versus a lump sum payment. Property owners will have <br />the option to defer this watermain assessment until they connect to the new service. <br />The watermain work discussed above would be done under the proposed project contract and the <br />cost associated with this work would be reimbursed to the city by SPRWS. Maplewood will only <br />be responsible for water system expenses that are directly the result of the street construction. <br />3.6 Sanitary Sewer <br />Information included in the report is based on televising and manhole inspection performed by the <br />City's sanitary sewer division. Based on the information available about the system a significant <br />amount of root intrusion is present in the project area. This root intrusion has resulted in a large <br />amount of cracked and broken pipes. Approximately 4,100 feet of sewer main is in need of lining <br />to improve the structural capability of the pipe walls and to discourage future root intrusion. Along <br />with the lining improvements, a number of sanitary manholes have deteriorated and are in need of <br />reconstruction. These improvements have been included in the estimate in this report. <br />Residents have been asked, as part of the survey questionnaire, if they have experienced any <br />sanitary sewer service problems. Residents who provided information on sewer problems will be <br />contacted to determine if there is pipe damage or blockage and where that problem lies with <br />respect to the road right -of -way. Any damaged sanitary sewer main and services within the road <br />right -of -way will be repaired as part of the street reconstruction. This work would be performed as <br />part of the overall project with repair costs recovered by the sewer utility fund. Staff has estimated <br />based on past projects and interest in this sewer service program the amount of anticipated sewer <br />service repairs. <br />18 <br />28 <br />
