MINUTES <br />CITY COUNCIL <br />SEPTEMBER 25, 2013 <br />AUTO - RELATED The City Planner noted that the City currently has a moratorium in place <br />USES related to auto sales and salvage repair in the 13-2, B -4, and I -1 Zoning <br />Districts in order to provide the City an opportunity to study and address <br />issues related to these uses. The Planner reported that the Planning <br />Commission discussed this study at their last meeting and requested some <br />additional information including an inventory of existing licenses and <br />locations. The Commission tabled action on the recommendations <br />outlined in the Planner's September 9, 2013 report pending receipt and <br />review of this information. <br />The Planner then gave a brief review of his September 9th report noting <br />that the focus was on the auto sales, auto repair, and outdoor storage uses <br />and the fact that it appears the combination of these uses by individual <br />businesses is resulting in Code compliance issues for the City. The <br />Planner noted that he is proposing additional regulations for indoor auto <br />sales licensing to help ensure that the indoor sales CUP allowance is not <br />being misused and converted into an outdoor sales lot. The Planner noted <br />that the City has a limitation on the number of outdoor sales licenses. <br />There is no limitation on the number of indoor sales licenses, and the <br />Planner pointed out that a requirement for indoor sales is that there be five <br />indoor spaces for dedicated vehicle display. A problem has arisen when <br />businesses with auto repair licenses, indoor auto sales licenses, and <br />outdoor storage licenses take over the indoor display space for the auto <br />repair portion of the business. This results in the vehicles for sale being <br />displayed outdoors. The Planner noted that it is very difficult for code <br />enforcement staff to determine compliance with CUP requirements. The <br />Planner indicated that the Planning Commission appeared to support the <br />additional regulations proposed for the indoor sales CUP. <br />With regard to "Motor Vehicle Sales Lot, Outdoor ", the City Planner felt <br />that the existing standards were adequate. With regard to "Salvage <br />Vehicle Sales and Repair ", the City Planner recommended the expansion <br />of F.5. clarifying how parts storage can occur; smaller parts cannot be <br />stored on the ground, while larger parts could be. <br />The Planner then noted another option to consider would be limiting the <br />combination of these various uses. He again noted that the combination of <br />sales lots, auto repair businesses, and outdoor storage appear to result in <br />compliance issues. The Planner again noted that the Commission tabled <br />action on the various recommendations as they wanted to see the number, <br />combinations, and locations of the various licenses. <br />4 <br />
