MINUTES <br />CITY COUNCIL <br />SEPTEMBER 25, 2013 <br />Library box and then groups like the book club maintain it. Kendig <br />reported that the book club has discussed building its own box, installing <br />it, and then being the stewards of the Little Free Library. Marlow felt that <br />the book exchange would be used by senior citizens without access to <br />books as well as children during summer months. Kendig felt the plan <br />would be to start with one location. She suggested that the first location <br />may inspire another group to take on a second location. <br />Montour was concerned with controlling the number of hook exchange <br />locations and with monitoring of the types of books in the box. Kendig <br />agreed that the box would have to be maintained. Marlowe reported that <br />there are ten members of the Little Canada Book Club and felt that they <br />could alternate the monitoring of the book exchange. She reported that the <br />group has not worked out specific details related to the concept. Marlowe <br />also suggested that if the concept moves forward, an article could be <br />placed in the City newsletter asking for donations for the project as well as <br />volunteers to maintain the Little Free Library. There was some discussion <br />relative to people dropping off huge quantities of books at the Little Free <br />Library site and the resulting nuisance that would be created. <br />The City Planner indicated that if the City wanted to pursue this concept <br />on public property, the Public Zoning District would have to be amended <br />to allow for this type of use. Blesener asked if other exchange ideas have <br />been generated as a result of the Little Free Library. The Planner stated <br />that he has not seen that yet. Keis indicated that he liked the idea and felt <br />that limiting the use to public property would result in more control. <br />Blesener agreed, and suggested a good location would be near the Little <br />Canada Historical Society. The City Administrator suggested that the City <br />Planner prepare a text amendment that would allow this use in the Public <br />District as a City - initiated zoning action. The Administrator also <br />suggested that the specific details relative to maintenance, etc. could be <br />worked out with the Little Canada Book Club. <br />Blesener introduced the following resolution and moved its adoption: <br />RESOLUTION NO. 2013 -9 -170 — CALLING A PUBLIC HEARING <br />FOR WEDNESDAY, OCTOBER 23, 2013 TO CONSIDER AN <br />AMENDMENT TO THE PUBLIC ZONING DISTRICT TO PROVIDE <br />FOR THE LITTLE FREE LIBRARY USE WITHIN THAT DISTRICT <br />The foregoing resolution was duly seconded by Boss. <br />Ayes (4). <br />Nays (0).
