MINUTES <br />PARKS & RECREATION COMMISSION <br />OCTOBER 3, 2013 <br />56 LITTLE <br />CANADA ROAD <br />The Director reported that the City Administrator is currently in <br />discussions with the realtor who has the property at 56 Little Canada Road <br />listed for sale. ide noted the City's previous actions to purchase the Little <br />Canada Road properties abutting Round Lake as they come up for sale. <br />There are currently four remaining properties in this area under private <br />ownership. The Director noted that this area is the site of the future <br />Veterans Memorial Park. <br />PARKS & The City Clerk reported that the Council reviewed the draft updates <br />RECREATION of both the Parks & Recreation Commission Ordinance and the <br />COMMISSION Planning Commission Ordinance at their September 25th meeting. The <br />ORDINANCE Council considered the comments of both Commissions at that time, and <br />UPDATE asked that the Commissions review the final drafts before it takes action at <br />their October 23`d meeting. The Clerk reviewed the key changes proposed <br />in the draft Parks & Recreation Commission ordinance. <br />With regard to appointment of the Chair of the Parks & Recreation <br />Commission, Fahey indicated that any committee or organization that she <br />has served on has appointed its own leadership. Fahey asked the <br />Council's reasoning for the Mayor recommending the Chair of each <br />Commission to the Council for appointment. The City Clerk reported that <br />while the Parks & Rec Commission felt it should appoint its own Chair <br />and Vice Chair, the Planning Commission felt that the Chair should be <br />appointed by the Council. The Planning Commission felt that this <br />provided an opportunity for the Council to be more involved with the <br />Planning Commission. The Clerk noted that the Council felt there should <br />be consistency in the governing rules for both Commissions. Maida <br />suggested that as part of the process, the Parks & Rec Commission could <br />make a recommendation for Chair to the Mayor and Council. In <br />discussing this process, it was the consensus of the Commission that the <br />Chair and Vice Chair should be appointed by the Commission itself. <br />The Clerk noted that the Council's consensus is for term Limits of three 3- <br />year terms. The Clerk indicated that City staff failed to ask the Council's <br />position for when term limits would become effective, if they are adopted. <br />The Commission discussed this point and the consensus was that all <br />sitting Commissioners should begin with one term upon enactment of <br />term limits, for example, if a Commissioner is completing a third term at <br />the end of 2013, they be considered to have only served one term for <br />purposes of applying term limits. <br />FIRE BARNS The Director reported that the Fire Barns Warming House project will be <br />WARMING considered at the Council's Capital Improvement Budget Workshop <br />HOUSE scheduled for Wednesday, October 23`d , at 6:00 p.m. The Director <br />PROJECT suggested that Commissioners provide the Council with input on this <br />project prior to the workshop or else attend the workshop meeting. <br />2 <br />
