MINUTES PARKS & RECREATION COMMISSION OCTOBER 3, 2013 56 LITTLE CANADA ROAD The Director reported that the City Administrator is currently in discussions with the realtor who has the property at 56 Little Canada Road listed for sale. ide noted the City's previous actions to purchase the Little Canada Road properties abutting Round Lake as they come up for sale. There are currently four remaining properties in this area under private ownership. The Director noted that this area is the site of the future Veterans Memorial Park. PARKS & The City Clerk reported that the Council reviewed the draft updates RECREATION of both the Parks & Recreation Commission Ordinance and the COMMISSION Planning Commission Ordinance at their September 25th meeting. The ORDINANCE Council considered the comments of both Commissions at that time, and UPDATE asked that the Commissions review the final drafts before it takes action at their October 23`d meeting. The Clerk reviewed the key changes proposed in the draft Parks & Recreation Commission ordinance. With regard to appointment of the Chair of the Parks & Recreation Commission, Fahey indicated that any committee or organization that she has served on has appointed its own leadership. Fahey asked the Council's reasoning for the Mayor recommending the Chair of each Commission to the Council for appointment. The City Clerk reported that while the Parks & Rec Commission felt it should appoint its own Chair and Vice Chair, the Planning Commission felt that the Chair should be appointed by the Council. The Planning Commission felt that this provided an opportunity for the Council to be more involved with the Planning Commission. The Clerk noted that the Council felt there should be consistency in the governing rules for both Commissions. Maida suggested that as part of the process, the Parks & Rec Commission could make a recommendation for Chair to the Mayor and Council. In discussing this process, it was the consensus of the Commission that the Chair and Vice Chair should be appointed by the Commission itself. The Clerk noted that the Council's consensus is for term Limits of three 3- year terms. The Clerk indicated that City staff failed to ask the Council's position for when term limits would become effective, if they are adopted. The Commission discussed this point and the consensus was that all sitting Commissioners should begin with one term upon enactment of term limits, for example, if a Commissioner is completing a third term at the end of 2013, they be considered to have only served one term for purposes of applying term limits. FIRE BARNS The Director reported that the Fire Barns Warming House project will be WARMING considered at the Council's Capital Improvement Budget Workshop HOUSE scheduled for Wednesday, October 23`d , at 6:00 p.m. The Director PROJECT suggested that Commissioners provide the Council with input on this project prior to the workshop or else attend the workshop meeting. 2
