MINUTES <br />PARKS & RECREATION COMMISSION <br />OCTOBER 3, 2013 <br />REQUEST <br />TO PURCHASE <br />CITY <br />PROPERTY <br />ADJACENT TO <br />97 MAPLE <br />LANE <br />Fahey asked if the funding gap was $40,000. The Director replied that it <br />was in that range. He noted that the $150,000 project estimate amount <br />was an uneducated guess on the part of City staff. The $190,000 project <br />estimate was provided by the project architect. <br />Maida asked if an estimate was put together to repair the existing <br />warming house. The Director replied that no estimate was put together <br />for repairs, and suggested that the building was not repairable. 1 -Ie noted <br />that an estimate was put together for modifying the restrooms in the Old <br />Fire Hall for use by the skateboard park and skating facility. However, <br />that estimate was not cost - effective, and the Building Official has <br />indicated that it does not meet Code to provide restroom facilities in <br />another building. Maida asked if the existing warming house was <br />structurally sound. The Director felt that it can be used safely until a new <br />facility is constructed. <br />The Director reported that the owner of 97 Maple Lane has asked to <br />purchase all or a portion of the City property adjacent to his back yard <br />in order to expand his hack yard area. <br />The Parks Consultant reviewed the area, noting the three properties in <br />this area owned by the City. One is a strip of land on the east side of <br />Maple Lane on which there is a City trail. The second parcel is directly <br />north of 97 Maple Lane, and the third is a triangular- shaped parcel to the <br />east of this lot. The Consultant noted that the property in question was <br />part of a park dedication made by the Trane Company when the industrial <br />park was developed. The Consultant noted that there is a steep grade for <br />the existing trail, and suggested that at some time in the future, the City <br />may want to reduce the grade of that trail. In order to do so, the trail <br />would have to be moved further west onto the property in question. The <br />Consultant also noted that selling the property and combining it with 97 <br />Maple Lane would result in a residential use of this lot, which he felt was <br />not compatible with the adjacent industrial uses. Therefore, the Consultant <br />recommended against the sale of all or a portion of this property to the <br />owner at 97 Maple Lane based on the following: <br />*the property was dedicated to the City as a park dedication; <br />*the property may be necessary for future trail use; <br />*if sold to the owner of 97 Maple Lane, the resulting residential <br />land use would not be compatible with adjacent industrial uses. <br />Kong asked the value of this property. Sanders was not sure. He <br />indicated that given the only use for the property owner would be to <br />expand his back yard, the value is likely minimal. Maida suggested that if <br />3 <br />
