As a result, whatever improvements made to 2968 Rice Street may be in place for some <br />time. Without at least minimal levels of site improvements that would bring the property <br />into a more visually appealing condition, it seems probable that marginal uses will <br />occupy the property for some extended time. <br />Planning staff would only recommend approval of a PUD permit for commercial use of <br />existing buildings on anon - conforming lot of record for 2968 Rice Street under the <br />following conditions: <br />1. Parking and circulation areas are paved and striped to provide adequate levels of <br />parking based on commercial use of all buildings. <br />2. Areas not utilized for buildings or parking are landscaped to create green space <br />in accordance with the common commercial zoning requirements. <br />3. A site and building plan must be submitted and all necessary permits obtained. <br />4. New commercial signage must meet ordinance standards and permit <br />requirements. <br />5. No residential use of the property is allowed. <br />6. No outdoor storage is allowed on the property. <br />7. Uses must adhere to those allowed in the B -4 zoning district, unless specifically <br />approved through a separate Conditional Use Permit approval. <br />8. All fencing and other improvements must comply with ordinance standards. <br />9. All site improvements must meet stormwater management requirements. <br />10.Any new building construction on the property will trigger a requirement for full <br />commercial development compliance for building materials, site improvements, <br />and all other standards. <br />4 <br />
