4 <br />PROJECT HISTORY <br />PREFACE <br />The Phalen Chain of Lakes Comprehensive Watershed Project is a <br />partnership among local governments, citizens, businesses, and state <br />and federal natural resource management agencies. The goal of the <br />project is to demonstrate that a variety of interests can work together <br />to manage development in an urban watershed while recognizing <br />and protecting natural resources. <br />The project was funded by the McKnight Foundation, with contribu- <br />tions from project partners including the Ramsey- Washington Metro <br />Watershed District, Minnesota Department of Natural Resources, <br />University of Minnesota - Department of Landscape Architecture, and <br />local governments. <br />This plan is the first product of the Watershed Project. The plan sets <br />seven goals for management of natural resources in the watershed, <br />and includes recommendations and actions steps for achieving these <br />goals. A key goal is the establishment of an ongoing Natural Re- <br />sources Board for the watershed, to advocate and coordinate plan <br />implementation, and to continue to identify, examine and make rec- <br />ommendations to local communities on natural resources issues af- <br />fecting communities and citizens in the watershed. <br />The Phalen Chain of Lakes Watershed Project is one of several pilot <br />Comprehensive Watershed Management Projects initiated by the <br />Minnesota DNR with local partners. These projects work on an eco- <br />system (watershed) basis to plan and manage natural resources based <br />on the following principles: <br />COMPREHENSIVE <br />The projects address resource issues from an ecosystem perspective. <br />Project analysis and recommendations integrate recommendations <br />for ground and surface waters, fish, wildlife, forest resources, recre- <br />ation and land use on a comprehensive, watershed basis. <br />CITIZEN PARTICIPATION <br />The success of the planning effort is grounded in participation by <br />local governments and citizens. The plan is based on a long -range <br />vision for natural resources in the watershed developed by local rep- <br />resentatives, and goals and recommendations were developed to <br />achieve this vision. <br />PARTNERSHIPS <br />All state and federal resource agencies with land and water resource <br />management responsibilities, as well as local governments, private <br />organizations and citizens are invited to participate in the planning <br />process and in implementation of the plan. <br />PHALEN CHAIN OF LAKES WATERSHED PROJECT <br />Page 34 <br />
