8 <br />A SEVEN -POINT ACTION PLAN TO MANAGE <br />THE NATURAL RESOURCES OF THE PHALEN <br />CHAIN OF LAKES WATERSHED SUMMARY <br />GOAL 1 <br />IMPROVE, RESTORE <br />AND PROTECT <br />SURFACE WATER <br />QUALITY <br />Improve, restore and protect the quality of water in <br />area lakes, wetlands and creeks to ensure compatible <br />uses desired by area residents and maintain a healthy <br />environment. <br />❑ Urban Stormwater Detention and Infiltration — Complete dem- <br />onstration projects that test methods to hold and infiltrate <br />stormwater on site in urban neighborhoods. Advocate that cities <br />adopt successful methods in developing and redeveloping neigh- <br />borhoods to reduce stormwater flows to lakes, creeks and wet- <br />lands. <br />❑ Stormwater Cleaning — Improve existing ponds, marshes and <br />filter systems and add filter basins in developing and redevelop- <br />ing areas on a regional basis to improve storm water quality be- <br />fore it enters lakes and high - quality wetlands. <br />❑ Reduce pollutant and sediment loads — Change yard and street <br />management practices and reduce impervious surfaces to reduce <br />sediments and associated pollutants in surface runoff. <br />❑ Land Use Management— Identify, evaluate and recommend ap- <br />propriate land use controls to protect water and natural resource <br />quality. <br />3 Control trash and debris — Encourage residents to control trash, <br />waste and pollutants entering surface waters through public edu- <br />cation and by encouraging voluntary clean up events that benefit <br />local lakes, creeks and wetlands. <br />• Water Quality Monitoring — Establish a long -term water quality <br />monitoring program for water bodies that includes chemical, bio- <br />logical and user - perception criteria. <br />❑ Study and Recommend a Mechanism to Fund and Implement <br />Stormwater Programs — establish a local mechanism, such as a <br />stormwater utility, to finance improvements needed to protect <br />water quality, coordinate public information and education ac- <br />tivities, and water quality monitoring. <br />PHALEN CHAIN OF LAKES WATERSHED PROTECT <br />Page 35 <br />
