22 <br />recommended actions <br />Goal 1 <br />IMPROVE, RESTORE <br />AND PROTECT <br />SURFACE WATER <br />QUALITY <br />RECOMMENDED ACTIONS <br />URBAN STORMWATER DETENTION AND INFILTRATION <br />❑ The City of Maplewood, Ramsey- Washington Metro Watershed <br />District and other partners should complete a stormwater dem- <br />onstration project with LCMR or other funding in a selected <br />Maplewood neighborhood. The project will test a variety of <br />methods to detain and infiltrate stormwater on -site, monitor re- <br />sults, and assess their applicability to developing and redevelop- <br />ing neighborhoods in the watershed. <br />❑ Based on successful demonstration project results, the demon- <br />stration project partners should encourage cities in the watershed <br />to adopt land use and subdivision regulations that require new <br />developments or redeveloping neighborhoods to hold and infil- <br />trate stormwater generated within the development under nor- <br />mal conditions, and prevent its flow into surface waters in the <br />watershed. <br />❑ The Ramsey - Washington Metro Watershed District, cities and <br />others should research and test methods to hold and infiltrate <br />stormwater close to its source, so that these methods may be <br />adopted to reduce the flow of stormwater and associated sedi- <br />ments and nutrients causing declines in surface water quality in <br />the watershed. <br />STORMWATER CLEANING <br />❑ The Ramsey - Washington Metro Watershed District should com- <br />plete its wetlands plan for the watershed, and identify priorities <br />for wetland protection, modification, and mitigation to improve <br />stoiniwater quality. <br />❑ Local governments should require site plans for new residential <br />and commercial developments and redevelopment projects that <br />ensure that stormwater from these areas does not cause declines <br />in surface water quality in the watershed. <br />Site plans should provide for stormwater basins, grassed swales, <br />protection of upland vegetation and other appropriate manage- <br />ment practices, ensuring that these developments are consistent <br />with the recommendations of the watershed plan. <br />REDUCE POLLUTANT AND SEDIMENT LOADS <br />❑ Cities and the Watershed District should encourage lawn care <br />practices that eliminate the use of unnecessary phosphorus in fer- <br />tilizers, encourage alternative ground covers that reduce runoff <br />and the need for fertilizers, and promote proper disposal and <br />composting of yard wastes. <br />PHALEN CHAIN OF LAKES WATERSHED PROTECT <br />Page 45 <br />
