recommended actions <br />Goal 3 <br />PROTECT THE <br />GROUND WATER <br />RESOURCES OF THE <br />WATERSHED <br />COUNTY GROUND WATER PLAN <br />❑ Local governments (cities, Watershed District and Ramsey <br />County) should support, adopt and enforce the county ground <br />water plan. <br />❑ Local governments and citizens should encourage and support <br />inter - governmental and inter- county planning efforts to identify <br />and protect critical ground water recharge areas that cross politi- <br />cal boundaries. <br />INVENTORY POTENTIAL SOURCES OF GROUND WATER <br />CONTAMINATION <br />❑ The Ramsey Soil and Water Conservation District should actively <br />work with cities to conduct a comprehensive inventory of all land <br />use activities that may represent a potential harm to ground wa- <br />ter resources and drinking water supplies. <br />Cities, the Watershed District, and Ramsey County should adopt <br />appropriate local regulatory and non regulatory pollution pre- <br />vention activities to ensure existing and future sources do not <br />contaminate ground water resources. <br />WELL INVENTORIES AND SEALING <br />❑ The Ramsey Soil and Water Conservation District should con- <br />tinue to inventory local wells. All local wells should be invento- <br />ried with a priority in critical ground water areas. The Ramsey <br />SWCD should make well inventory maps available to local gov- <br />ernments in the watershed. <br />• Ramsey County and the Watershed District should identify and <br />evaluate incentives or regulations that could accelerate sealing <br />abandoned wells, and their economic and resource benefits and <br />problems. These might include tax credits or property tax reduc- <br />tions for sealing abandoned wells; requirements that wells be <br />sealed to obtain building permits, combined with special assess- <br />ments that spread the cost of well - sealing over several years; or <br />partial grants to homeowners to seal abandoned wells. <br />❑ The Watershed Natural Resources Plan should include maps of <br />critical ground water areas, wellhead protection areas, and exist- <br />ing well inventories. These maps will be provided to city plan- <br />ning and engineering departments and planning commissions, to <br />encourage them to adopt and implement local wellhead protec- <br />tion plans and contaminant source management strategies. <br />27 <br />PHALEN CHAIN OF LAKES WATERSHED PROJECT <br />Page 50 <br />
