26 <br />PHALEN WETLAND PARK <br />❑ The City of St. Paul should adopt and implement the Phalen Vil- <br />lage Small Area Plan, including provisions to create the Phalen <br />Wetland Park on the former Ames Lake /Phalen Shopping Center <br />site, and connect the wetlands to Phalen Regional Park and Lake. <br />The Wetland Park should include a strong education component <br />that describes the roles of wetlands in stormwater cleaning and <br />management and in providing fish and wildlife habitat. <br />❑ The Watershed Natural Resources Board, Watershed District and <br />Natural Resources Agencies should work with the City of St. <br />Paul to provide technical assistance in design and wetland resto- <br />ration, and in assisting to secure funding for the wetlands resto- <br />ration. <br />WETLAND BUFFERS <br />❑ As a part of the Watershed Wetland Plan, the Watershed District, <br />Natural Resources Board and natural resources agencies should <br />develop recommendations for delineation and maintenance of <br />vegetated buffers based on wetland functions and values. The <br />Watershed District and local governments should adopt and en- <br />force these recommendations. <br />❑ The Watershed Project should provide information to wetland <br />property owners on the significance of wetland buffers and ap- <br />propriate maintenance strategies. <br />CREEK ENHANCEMENT <br />.o With participation by watershed residents, the Watershed Dis- <br />trict and Ramsey County should name or rename the county <br />ditches in the watershed as creeks. <br />❑ The Watershed Project partners should work Ramsey County, <br />local schools, private corporations and organizations and citizens <br />to restore and enhance creeks and riparian areas to enhance wa- <br />ter quality, fish and wildlife habitat and recreation opportunities. <br />PHALEN CHAIN OF LAKES WATERSHED PROJECT <br />Page 49 <br />
