recommended actions <br />Goal 4 <br />DEVELOP AND <br />SUPPORT A NETWORK <br />OF "GREEN <br />CORRIDORS" <br />Develop and support a network of "green corridors" that <br />links wetlands, creeks, lakes, parks and natural areas of the <br />watershed to protect water resources, enhance fish and wild- <br />life habitat, improve the health and diversity of natural re- <br />sources in the watershed, and provide compatible recre- <br />ation and natural resources education opportunities for area <br />residents. <br />DEVELOP OPEN SPACE AND CORRIDOR PLANS <br />O The Ramsey County Parks Department, St. Paul Parks Depart- <br />ment, and an interdisciplinary team from the Minnesota DNR <br />Metro Region, should inventory and identify natural resources, <br />remnant and sensitive natural communities, rare species habi- <br />tats, open spaces and connecting corridors in the watershed, and <br />develop a plan for a system of "green corridors" in the Water- <br />shed. <br />This plan should consider existing and potential connections to <br />corridors and open space areas in adjacent communities and the <br />Metropolitan Area. <br />Following completion of the plan, Ramsey County and St. Paul <br />Parks and DNR staff should develop management plans for park <br />and open space units in this corridors system. <br />ACQUIRE AREAS NEEDED TO COMPLETE CORRIDOR <br />CONNECTIONS AND USE LOCAL ZONING DISTRICTS OR <br />OTHER REGULATIONS TO PROTECT UNIQUE RESOURCES, <br />AND PROVIDE CORRIDOR CONNECTIONS CLOSE TO ALL <br />RESIDENTIAL AREAS IN THE WATERSHED. <br />❑ Ramsey County, Minnesota DNR, cities, and private corpora- <br />tions and organizations in the Watershed should cooperate to use <br />available resources to acquire or protect properties needed to com- <br />plete connections and protect significant resources in the corri- <br />dors system. This could include working with private landown- <br />ers along corridors to obtain easements or encourage yard man- <br />agement practices that support corridor development. <br />COMPLETE MANAGEMENT ACTIVITIES TO ENHANCE <br />WATER RESOURCES, FISH AND WILDLIFE HABITAT AND <br />RECREATIONAL OPPORTUNITIES IN THE CORRIDOR SYS- <br />TEM <br />❑ Ramsey County and St. Paul Parks, Minnesota DNR, cities, and <br />private corporations and organizations should work with local <br />citizens and other volunteers to implement projects for reforesta- <br />29 <br />PHALEN CHAIN OF LAKES WATERSHED PRO/ECT <br />Page 52 <br />
