30 <br />recommended actions <br />Goal 5 <br />RESTORE AND <br />EXPAND FOREST <br />COVER AND DIVERSE <br />NATIVE VEGETATION <br />tion, wetland restoration, native plant community restoration, <br />creek restoration, trail development, etc., to enhance the corridor <br />system, and natural resources in the watershed. <br />REVEGETATE SHORELINE AREAS <br />❑ City, County and Regional Parks Departments and other public <br />land owners in the county should be leaders in adopting and imple- <br />menting environmentally responsible land management practices, <br />and in providing information to park and open spaces users about <br />practices used. <br />❑ The Ramsey County and St. Paul Parks Departments should <br />implement demonstration projects to restore native shoreline veg- <br />etation in selected areas on Phalen and Keller Lakes, and other <br />highly visible shorelines in local parks. These projects may be <br />undertaken in cooperation with local volunteers, citizens, schools, <br />or other groups in the watershed. These projects should include <br />interpretation and information for park and trail users that ex- <br />plains these activities. <br />These demonstrations should become models for restoration of <br />shoreline vegetation on other lakes and wetlands, and promote <br />their restoration, preservation and interpretation in the watershed. <br />❑ During the next decade, lake shorelines in the watershed should <br />be returned as much as possible to native, unmown vegetation, <br />including submergent, emergent and upland vegetation, to ben- <br />efit fish and wildlife habitat, reduce erosion, manage goose popu- <br />lations, and demonstrate the look and function of natural vegeta- <br />tion to watershed residents. <br />URBAN FOREST PROTECTION AND ENHANCEMENT <br />• The Watershed Natural Resources Board should work with cit- <br />ies, developers and builders, and resource agencies to: <br />• inventory existing forest and vegetation resources in the wa- <br />tershed, and note diseases or other problems; <br />• develop local tree conservation and natural resources ordi- <br />nances to be adopted and enforced by cities in the watershed; <br />• develop protection and planting strategies that protect native <br />trees and communities and wildlife habitat <br />Inventories and strategies should be presented to city and county <br />public works departments and their engineering and maintenance <br />staffs. <br />❑ The Department of Natural Resources - Forestry Division should <br />work with local governments in the watershed as requested to <br />assist them in taking advantage of local, state, federal and private <br />resources to enhance the urban forest in the watershed. <br />f HALEN CHAIN OF LAKES WATERSHED PROJECT <br />Page 53 <br />
