Hanson <br />The Metropolitan Waste Control Commission (MWCC) is proposing to <br />reconvey the former belt line interceptor to the City of St. Paul <br />and adjoining suburbs who are served by it. This interceptor <br />used to provide for combined sanitary sewer and storm water <br />flows. In the mid 80's, it was determined that this interceptor <br />should be replaced by construction of new facilities to handle <br />only sanitary sewer discharges. Therefore, this pipe now serves <br />to carry only storm water. Under current law, the MWCC (soon to <br />be under the auspices of the Metropolitan Council) may not own <br />this type of facility. Statutory regulations require them to <br />reconvey this facility to the appropriate jurisdictions. <br />In this case, they initially proposed that the City of St. Paul <br />be responsible for this system. However, St. Paul feels that <br />suburban communities should also share in the cost given the fact <br />that storm water flows originate from points beyond the City of <br />St. Paul. (See letter from Mayor Coleman dated May 18, 1994 as <br />well as map of the subwatershed affected by reconveyance.) <br />On May 18, 1994, a meeting was held at Maplewood City Hall which <br />included the affected jurisdictions. The outcome of that meeting <br />was the desire to establish a committee to deal with the <br />reconveyance situation within the next six months. They have <br />asked each affected jurisdiction to appoint two members to the <br />committee. <br />The alternatives to resolve this situation appear to be the <br />following: <br />* Pipe could be owned and maintained by City of St. Paul. <br />* Pipe could be owned and maintained by joint powers <br />agreement between all affected jurisdictions. <br />Page 95 <br />
