Hanson <br />COUNCIL <br />Beverly Scalze <br />Jim LaValle <br />Steve Morelan <br />Bob Pedersen <br />ADMINISTRATOR <br />Joel R. Hanson <br />Attached is a letter from Ramsey County Manager Terry Schutten <br />dealing with continued participation in the CDBG program <br />sponsored by Ramsey County. As the letter indicates, we can <br />continue in that program under the entitlement process whereby <br />Ramsey County is guaranteed an allocation of dollars each fiscal <br />year from the Department of Housing and Urban Development. If we <br />chose to opt out of the Ramsey County program, we could compete <br />in the Small Cities Development Grant program offered by the <br />State of Minnesota. With this scenario, we would have the <br />ability to apply for a larger single allocation. However, <br />competition is keen and factors determining grant eligibility are <br />not strong for Little Canada when compared to many smaller /out- <br />state communities with lower median incomes. <br />Therefore, because the program has been kind to us the past few <br />years and the fact that it provides for a guaranteed source of <br />funds for the County on an on -going basis, I would recommend that <br />we adopt a resolution authorizing the Mayor and myself to execute <br />the first amendment to the Ramsey County Housing and <br />Redevelopment Authority Joint Cooperation Agreement as presented. <br />Should you have any comments or questions regarding this matter, <br />please let me know. <br />JRH:kpv <br />Enclosure <br />Page 88 <br />
