612 -929 -6166 DECISION RESOURCES 513 P02 MAY 04 '94 13:15 <br />MIN Decision <br />111 Resources Ltd. <br />May. 4, 1994 <br />Mr. Joel Hanson <br />City Administrator <br />Little Canada, City Hall <br />315 Little Canada Road <br />Little Canada, Minnesota 55117 <br />Dear Mr. Hanson: • <br />Decision Resources, Ltd., is pleased €o present this proposal for <br />qualitative and quantitative research for the City of Little <br />Canada. It is based upon my meetings with you and City Council <br />members, as well as on -going telephone discussions. I believe <br />the proposal a broad number of alternatives which can be "mixed <br />and matched" in both an efficient and cost - effective manner. <br />Both components of the research process could investigate the <br />values and issue perspectives held by stakeholders in the commun- <br />ity. The question items would be constructed in such a way that <br />respondents will be able to generate their concerns and ideas as <br />well as react to those of others. The qualitative research could <br />be utilized to inform the quantitative research: that is, re- <br />sults of the focus groups could guide the construction of the <br />residential and business community questionnaires. <br />QUALITATIVE RESEARCH: <br />A series of focus groups would be convened at City Hall or at a <br />school district facility. Participants would be chosen through a <br />telephone -based random sampling with appropriate screening pro- <br />cess. Each group would contain between twelve and fifteen par- <br />ticipants. Focus group participants would be compensated $25.00 <br />for the evening in each meeting. <br />Focus groups would be held at convenient locations within the <br />city. Refreshments will be provided. The length of a.focus <br />group meeting is usually two hours. Discussion guides would be <br />developed jointly by Decision Resources, Ltd., and the client. <br />The sessions will be facilitated by Ms. Diane Traxler; I will act <br />as recorder for the session.
