A. A second planning document will be submitted to the <br />Ramsey Ramsey County Board of Commissioners by the end of <br />November, 1995. This document will contain the remaining <br />elements of the Strategic Plan. Those elements will include <br />Strategies and five -year Operational Plans (where appropriate) <br />in each of the 15 designated areas. <br />B. If specific citizen input regarding the ranking of <br />alternative strategies is funded, that data will be provided in <br />the report as an appendix. <br />10. Development of 5 -year operational plans in each* of <br />the designated service and policy areas to achieve the <br />vision in a reasonable time frame. (Phase II) <br />*Note: Some plans are already completed i.e. public works, and some areas may <br />be beyond the scope of Ramsey County. In such cases the Operational Plans <br />will be targeted toward the appropriate agencies. <br />A. Plans will be developed and included in the report <br />provided to the Ramsey County Board of Commissioners no later <br />than November, 1995. Action steps for implementation and <br />adoption of segments of the plan by other units of government <br />will also be included to the extent possible. (It is impossible to <br />know at this point the content of the plans or the extent to <br />which new joint powers or cooperative agreements will need to <br />be approved.) Operational plans will include financial revenue <br />and expenditure projections for each of the 5 -years to the <br />extent it is feasible to do so. <br />11. A mechanism for checking, updating and reporting on <br />the plan to assure its continued relevance and <br />implementation over the next 5 years. (Phase II) <br />A. The final section of the Strategic Plan will include <br />milestones or check -in points where Planning Committees and <br />elected bodies receive update reports based on the vision and <br />policy for cooperation adopted by the Ramsey County Board of <br />Commissioners in Phase I of the project. <br />B. Operational plans included in Phase II may also need <br />update /progress reports, but it is not yet clear to whom <br />responsibility will be assigned for what services.
