VI. Planning Steps <br />The following action steps will be taken by the Policy Analysis and <br />Planning Division to implement the obligations of the County under <br />Chapter 6 of the Ramsey County Home Rule Charter. They parallel <br />the strategic planning process. <br />Identification of and inclusion of key stakeholders (Phase I) <br />1. Identify City and County Department heads and /or their <br />designees to chair planning groups based on the required service <br />areas in the Chapter. <br />2. Identify others to serve on the planning groups based on <br />recommendations and nominations from: City managers, County <br />Department heads, County Manager, Ramsey County Board of <br />Commissioners, Ramsey County Charter Commission, Ramsey County <br />League of Local Governments, specific citizen, private, public, and <br />nonprofit organizations, current municipal and County citizen <br />advisory groups, and through both public open appointment and <br />random citizen selection processes. <br />3. Submit recommendations for appointment of Planning <br />Committees and their chairpersons to the Board of County <br />Commissioners. <br />4. Communicate with key stakeholders about the project and the <br />Strategic Plan. Issue press releases regarding the creation and <br />appointment of Planning Committees. <br />5. Prepare a task list to be completed by each Planning Committee <br />as well as a schedule for achievement of the tasks. <br />6. Provide orientation and training regarding Chapter 6 of the <br />Charter and the strategic planning process to all persons participating <br />on Planning Committees. <br />7. Distribute written materials on strategic planning as a series of <br />articles for information to the general public if the support and <br />participation of the local media in such a projectis ascertained. <br />23 <br />Page 42 <br />
