VI. Planning Steps The following action steps will be taken by the Policy Analysis and Planning Division to implement the obligations of the County under Chapter 6 of the Ramsey County Home Rule Charter. They parallel the strategic planning process. Identification of and inclusion of key stakeholders (Phase I) 1. Identify City and County Department heads and /or their designees to chair planning groups based on the required service areas in the Chapter. 2. Identify others to serve on the planning groups based on recommendations and nominations from: City managers, County Department heads, County Manager, Ramsey County Board of Commissioners, Ramsey County Charter Commission, Ramsey County League of Local Governments, specific citizen, private, public, and nonprofit organizations, current municipal and County citizen advisory groups, and through both public open appointment and random citizen selection processes. 3. Submit recommendations for appointment of Planning Committees and their chairpersons to the Board of County Commissioners. 4. Communicate with key stakeholders about the project and the Strategic Plan. Issue press releases regarding the creation and appointment of Planning Committees. 5. Prepare a task list to be completed by each Planning Committee as well as a schedule for achievement of the tasks. 6. Provide orientation and training regarding Chapter 6 of the Charter and the strategic planning process to all persons participating on Planning Committees. 7. Distribute written materials on strategic planning as a series of articles for information to the general public if the support and participation of the local media in such a projectis ascertained. 23 Page 42
