The proposed
repairs are presented in two parts, as illustrated on the enclosed location plan drawing.
There are two options presented for Part 1.
Part lA calls for a mill, patch, and bituminous overlay of the street surface from the
railroad tracks on the north end of the Ryan Industrial Park, 2900 feet northwesterly to the
point of street settlement. Traffic control, the removal and replacement of settled and
broken curb and gutter, and the raising of existing street manhole castings are included in
the estimated cost of the improvement. We estimate that Part 1A can be completed for a
project cost of $81,400, or $28 per lineal foot.
Part 1B consists of a patch and seal coat of the street surface from the railroad tracks, 4200
northwesterly to Rice Street. Patching and limited curb and gutter replacement are
included within the estimated cost. We estimate that Part 1B can be completed for a
project cost of $40,700, or $10 per lineal foot. This cost can be further reduced by seal
coating this street under the 1994 City seal coat program.
Part 2 calls for the reconstruction of a 450 -foot length of Country Drive. The south traffic
lane has settled from 2 feet to 4 feet from original grade adjacent to the wetland located
approximately 1200 feet east of Rice Street. The low point of the roadway is less than two
feet above the elevation of the wetland. The roadway could potentially be under water this
summer during wet periods, unless corrective work is taken. It is the opinion of the soils
firm that the subsurface soils will continue to consolidate as much as 2 to 3 additional feet
over the next several years.
Page 142
2335 West Highway 36 • St. Paul, MN 55113 •.612 -636 -4600
