Hanson <br />At the direction of the Planning Commission, I contacted the PCA <br />regarding the issue of surface water run -off from the proposed <br />SuperAmerica site to the St. Paul Water Department property. I <br />spoke with Kris Coe and Mark Schmidt of the PCA and was informed <br />that there are no regulations requiring gas stations to recoup <br />any spillage onto their pavement. <br />The PCA indicated that the City would have jurisdiction in this <br />matter, and since this is a sensitive situation, there is nothing <br />that would preclude the City from being tough and requiring that <br />SuperAmerica make sure there is no surface water run -off from the <br />site. The City could require an on -site storage basin or some <br />other means of preventing run -off. The PCA indicated that the <br />City should apply "Best Management Practices" in addressing the <br />situation. Best Management Practices are general rules the PCA <br />has, and the City has a good amount of flexibility in <br />interpreting these rules. <br />The PCA also indicated that underground tanks are very regulated, <br />therefore, the City need not be concerned with leakage or <br />pollution from these tanks. <br />Another issue that the Commission requested information on was <br />that of traffic accidents in the area. I contacted the Sheriff's <br />Department for that information and was informed that there have <br />been no accidents in this area of Little Canada Road /Country <br />Drive since January of 1993. <br />Finally, the Commission asked for a traffic study of the area. <br />SEH has been hired by the City to conduct the study, which will <br />be completed by April 11th. Once received, City staff either <br />mail or deliver the study to your homes so that you may review it <br />prior to Thursday's meeting. Attached is the scope of services <br />which the traffic study will address. I will also be asking that <br />a representative of SEH be available at the Planning Commission <br />meeting to review the study and answer any questions. <br />Page 37 <br />
