Ramsey - Washington Metro <br />Mr. Joel Hanson <br />City Administrator <br />City of Little Canada <br />515 Little Canada Road <br />Little Canada, Minnesota 55117 <br />District <br />Re: Super America Site Review <br />Dear Joel: <br />2785 White Bear Ave., Suite 210 <br />Maplewood, MN 55109 <br />(612) 777 -3665 <br />March 25, 1994 <br />At your request I am writing with our comments on the construction of a Super America <br />Station at the intersection of Country Drive and Little Canada Road. <br />The site is less than one acre and does not directly impact wetlands or flood plains. <br />Therefore a District permit is not required. However, the run -off from the project will discharge <br />to County Ditch 16, which outlets to Lake Gervais approximately one mile downstream. The run- <br />off from the gasoline station site is potentially toxic, however, it is my understanding that certain <br />protections (oil and gas traps) are provided in gas station parking lots. It would be helpful, I <br />believe, to raise this issue with the project proposers and see if there are or could be any <br />safeguards installed in the storm drainage system to safeguard the ditch and Gervais Lake from <br />potential discharge of gasoline's or oils. <br />This issue has not been previously presented to the Watershed District, and to my <br />knowledge, no problem has resulted from gasoline filling stations within the District. Oils and <br />gasoline's definitely do end up in stormwater and can cause damage in large quantities. <br />However, I am not aware of any instance in the last 14 years that I have been with the District <br />where a gasoline station has caused a problem with gasoline or oil discharging into the <br />stormwater and causing downstream problems. <br />Therefore I would advise the city to apply its normal planning and zoning criteria to this <br />project. Although water quality is of concern, I do not believe it is an issue that should result in <br />an overriding negative review of the proposal. <br />Thank you for your referral of this proposed development to the District for our review <br />and comment.
