July 16, 1990
Minnesota Pollution Control Agencyr,»
520 Lafayette Road, Saint Paul, Minnesota 55155
Telephone (612) 296 -6300
Mr. Dennis Lorenz
Sinclair Oil Corporation
3401 Fairbanks Avenue
F.O. Box 6247
Kansas City, Kansas 66106
Dear Mr. Lorenz:
RE: Petroleum Storage Tank Release Investigation and Corrective Action
Site: Sinclair, 228 Little Canada Road, Little Canada, Minnesota
Site ID #: LEAK00000633
The Minnesota Pollution Control Agency (MPCA) staff has reviewed the "Subsurface
Environmental Investigation" submitted by Braun Environmental Laboratories
(Braun), dated April 19, 1990. Based upon the submitted information in both the
April 19,1990, and August 15, 1988 reports, the following addresses MPCA
concerns and recommendations:
Background:
In July 1988, three gasoline underground storage tanks (USTs) were excavated and
removed. During excavation, petroleum odors were noted. According to Braun's
August 15, 1988 report, no soil sampling was performed during the USTs' removal.
However, three soil borings were subsequently conducted and sampled through and
adjacent to the former USTs' basin.
Analytical results from the boring conducted adjacent to the northern side of
the USTs basin indicated high levels of benzene, ethylbenzene, toluene, xylenes
and total hydrocarbons (THC) as gasoline.
In March 1990, four additional soil borings were conducted and sampled.
Analytical results indicated 1.7 parts per million (ppm) xylenes and 12 ppm THC
at twenty feet below the surface in a soil boring conducted approximately thirty
t feet northwest from the northern boundary of the former USTs' basin.
Field observations contained in Braun's April 19, 1990 report indicated that
petroleum odors were noted in three of the four soil borings conducted in March
1990. Jar headspace analyses performed then indicated readings ranging from
background to 350 ppm.
It is Braun's recommendation that no additional clean up is needed at this site
"7* based upon the site's geology, no petroleum contamination is apparent at the
ground water level as indicated by soil borings, and the site is covered by an
asphalt parking lot.
Regional Offices: Duluth • Brainerd • Detroit Lakes • Marshall • Rochester
Equal Opportunity Employer
Printed on Recycled Paper
Page 47
