1 <br />APR 22 '94 gl.cL7PM MN.PCA — HRZ.WRSTE <br />EG -1006 <br />Sinclair Oil Corporation <br />4.0 SYSTEM OPERATIONS <br />P.9/16 <br />-5- October 9, 1990 <br />4.1 Operation and Maintenance: After start -up, operation and maintenance checks of the <br />system will be performed daily for one week. During this period, contaminant emissions from the <br />venting system will be measured. After operation of the system has stabilized, operation and <br />maintenance checks will be performed twice a week for one month. An evaluation will then be <br />made to determine the required timing of site visits to avoid system down time. <br />4.2 Monitoring Program: In order to assess the effectiveness of the soil venting system, the <br />following monitoring program is proposed. The system will utilize sample ports on each <br />extraction well and on the discharge line (Figure 3). In addition, our monitoring points will be <br />installed within the lacustrine sands outside the contaminated zone (Figure 2). The monitoring <br />points will allow measurement of soil gas quality and pressure. <br />Prior to start -up of the vapor extraction system, baseline data will be gathered by measuring soil <br />gas pressure and air quality at each monitoring point. A photoionization detector will be utilized <br />to measure vapor quality at the monitoring points and extraction wells. <br />Following system start -up, a series of performance tests will be completed to gauge the operating <br />parameters of the system and allow for any system adjustment. These tests will include measuring <br />pressure and air flow at all applicable points and measuring vapor quality with a PID. In addition, <br />a sample of the discharge will be collected for laboratory analysis. Analysis will include benzene, <br />ethyl benzene, toluene and xylenes (BETX) and total hydrocarbons as gasoline (THC). <br />Following the initial testing period, estimated to take one week, a program of monthly field <br />monitoring will be implemented. Sampling, and laboratory analysis of emissions from the system <br />will be performed on a quarterly basis until remediation goals have been met. <br />4.3 project Reporting: An initial report detailing the as built specifications of the venting <br />system and initial start -up data will be completed.
