APR 22 '94 O1 :27PM MM.PCA - HAZ.WASTE
EG -1006
Sinclair Oil Corporation
P.10 /1S
-6- October 9, 1590
completed outlining the site activities and operation. These reports will include sampling results
and general operational information. The results of the reports will be compiled and submitted
as an annual report at year end.
4.4. Closure: When results of the monthly field monitoring over 3 consecutive months
indicate that emissions from the system are below 1.0 ppm, and laboratory analysis confirms this,
the system will be temporarily shut -off. Two soil borings will then be conducted in the previously
contaminated zone. Soil samples will be collected from the borings at 2.5 foot depth intervals to
a total depth of 25 feet below grade. The soil samples will be screened in the field for volatile
organic contamination using a PM and jar headspace analysis procedures. For each boring, the
sample exhibiting the highest jar- headspace P11 reading will be submitted for analysis of total
petroleum hydrocarbons (THC) and BETX. If results of the analyses indicate that THC levels
are Less than 10 ppm, then the venting system will be removed according to applicable codes and
the remediation program will be terminated.
5.0 IMPLEMENTATION SCHEDULE
With the exception of the blower installation, Braun estimates that the remediation system
described in this Corrective Action Plan could be installed within three weeks of receiving
authorization. Depending on type, blowers equipped with explosion proof motors have typically
required a two to four month delivery time. This implementation schedule will also be dependent
upon weather conditions. Braun will begin installation of the system upon receipt of MPCA
approval of this Corrective Action Plan and written authorization from Sinclair Oil Corporation.
6.0 ESTIMATED COSTS
Estimated costs for the various elements of the CAP installation, operation and maintenance are
as follows:
1
Page 57
