515 Little Canada Road, Little Canada, MN 55117 -1600
(612) 484 -2177 / FAX: (612) 484 -4538
MEMORANDUM
TO: Mayor Hanson & Members of the City Council
FROM: Dave Harris, Public Works Superintendent
DATE: July 22, 1994
RE: 1994 Sealcoating Bids
MA YOR
Raymond G. Hanson
COUNCIL
Beverly Scalze
Jim LaValle
Steve Morelan
Bob Pedersen
ADMINISTRATOR
Joel R. Hanson
This year we received one bid for sealcoating. It was from
Allied Asphalt. The reason we did not receive more bids was due
to the fact that we specified trap rock for the industrial park.
Allied is the only one who has trap rock available to them due to
their stockpiling of the material while they have been in
business.
Bituminous Roadways (normally our other bidder) could not get the
trap rock. The shortage of trap rock was due to a fire at the
Dresser plant where the trap rock is ground for sealcoating.
Since the machine was destroyed, they have not been able to build
a new one as of yet.
The other bidder, Schifsky, did not respond.
Prices for the sealcoating of the FA -3 trap rock for the
industrial park came in at $.469 per square yard, bringing the
total for the industrial park to $36,971.27. This total could be
up or down depending on the amount of extra material or less
material that may be required to complete the project. Prices
for the FA -2 granite chip for the Westwinds area came in at $.429
per square yard, bringing that total to $4,312.74. The grand
total of 1994 sealcoating would then be $41,284.01. The budgeted
amount for sealcoating this year was $30,000.00. Therefore, we
would be exceeding the budget by $11,284.01. I do not believe we
will exceed the $11,284.01 difference, but will be under it.
I spoke with the City Administrator on this matter. He believes
that the extra funds will be available to complete both projects
as Windrow and Westwind were not originally figured in the
sealcoating. Therefore, I recommend we award the sealcoating bid
to Allied Asphalt for the 1994 program. If you have any
questions regarding this issue, please contact me at your
earliest convenience.
DBH:kpv
Page 159
