DeLonais questioned that the <br />soils were worse in this particular area. <br />Stockness stated that he believed there were different <br />pockets of soils in the area, and that one area could <br />be worse than the next. Stockness pointed out that the <br />first engineer's report recommended a full -depth cut of <br />the poor soils, the cost of which would be in the <br />$150,000 to $200,000 range. Stockness estimated the <br />value of the property at $125,000. The second soils <br />engineer recommended development of the property with <br />an engineered steel building. <br />Stockness presented the Commission with a picture of <br />the type of building he is proposing, pointing out that <br />it is not like a pole building. The entire building <br />would be constructed of steel and he is proposing a <br />masonry wainscoat on the front of the office area. <br />Stockness reported that a steel building is more <br />tolerant to movement than masonry. <br />DeLonais asked about the 50% requirement. <br />The Planner replied that the Ordinance requires that <br />50% of the total building fascade be masonry. <br />Garske asked if anyone in the area, with the exception <br />of Frank Frattalone, was in conformance with that <br />provision. <br />The Planner replied that the DeBace building on Country <br />Drive and South Owasso Blvd. complies. Properties on <br />the south side of South Owasso Blvd. are also in <br />compliance. <br />Knudsen asked if there was a lot of variance in the <br />soils in the area. <br />The City Planner reported that the area has not been <br />tested to determine patterns. However, the City has <br />reviewed soil reports for properties in the area as <br />they have been done, and it seems there is a variance <br />in soil conditions. <br />Schletty asked why portions of the area were rezoned <br />from I -1 to I -P. <br />The City Planner replied that the I -P District was <br />3 <br />Page 12 <br />
