MINUTES <br />PLANNING COMMISSION <br />JULY 14, 1994 <br />Motion carried 7 - 0. <br />TEXT Mr. Mike Kline, Phillips, Klein Company, Architects, <br />AMENDMENT & appeared before the Commission representing Abra Auto <br />CUP FOR Body. Mr. Kline reported that Abra Auto Body is <br />AUTO BODY - requesting approval of a Zoning Text Amendment to <br />ABRA AUTO define auto body repair as a Conditional Use in the <br />BODY B -2 and B -3 Zoning Districts, as well as a Conditional <br />Use Permit for auto body repair in the B -3 District in <br />order to construct and operate a 6,848 square foot <br />retail facility for operation of an Abra Auto Body and <br />Glass on Rice Street. Kline reported that Abra Auto <br />Body and Glass typically locates in three types of <br />facilities, either free - standing buildings, auto - malls, <br />or multi - purpose buildings. This proposal is for a <br />free - standing building. <br />Kline reported that Abra does a lot of insurance repair <br />work, and the operation is limited to minor auto <br />repair. <br />Keis asked what is considered minor auto body repair. <br />Kline replied that Abra does front -end work, bumper <br />repairs, minor painting and body work versus work on <br />vehicles considered totalled. Most vehicles that are <br />repaired at Abra are driven to the facility. Abra does <br />not work on buses or large trucks, but rather passenger <br />automobiles. <br />Garske felt there was no distinction between minor and <br />major auto body work. <br />Randy McPherson, President, Abra, reported that Abra <br />shares the concerns of the community and is a good <br />neighbor. McPherson reported that there are <br />differences between minor and major auto body, pointing <br />out that businesses doing major auto body specialize in <br />repairing heavily- damaged vehicles. The average repair <br />at Abra runs about $1,000. <br />Keis asked if a customer came in with a car that was <br />totalled, if Abra would turn that customer away. <br />McPherson reported that this doesn't happen very often, <br />but Abra would do the repair keeping the vehicle <br />inside.
