MINUTES
City Council
Oct. 14, 1987
Centerville
Road Park
Proposal
(Cont.)
Steve Morelan, representing the Recreation Association, reviewed for
the Council the April 21, 1987 letter submitted to the Council by
the Association proposing the purchase of 25 to 30 acres of park
property in the Centerville Road area and their reasoning for why
the purchase should be made.
Morelan also reported that it has been past policy of the Recreation
Association to assist the City financially in providing recreational
programs. The Recreation Association realizes that the purchase of
this property would be a substantial outlay for the City and, therefore,
it has decided to contribute 3200,000 to the City to be used for the
development of this property, and, if necessary, the acquisition of the
land.
Bill Sanders, landscape architect and Park Commission member, submitted
to the Council three alternative concept plans for development of a
recreational park with ballfields. Sanders reviewed the three concepts
pointing out that each involves a different amount of land as well as
varying numbers of ballfields.
Sanders explained that the first concept plan involved 25.92 acres of
property with 4 ballfields. Sanders explained the plan, including
off- street parking that would be provided as well as a trail system
and ponding area. The second concept plan involved 29.9 acres of
property and 5 ballfields. Off- street parking, trails, ponding are
provided as well.
Fahey noted that the first concept included the property north of
Montreal Courts up to and including 1 acre of the AIC property. The
second concept included property north of Montreal Courts up to and
including 2 lots of the AIC property.
Sanders described the third concept and reported that it included
property north of Montreal Courts up to and including 3 lots of the
AIC property. This concept included 33.88 acres and 6 ballfields.
Sanders described the concept plan.
Fahey noted that none of these plans has been officially recommended,
but are only concepts for purposes of the public hearing.
Sanders stated that the purpose of the concepts was to identify the
sizes of property that would be required, and noted that the Park
Commission has not studied any of these concepts in detail.
Scalze asked the size of the ballfields being proposed.
Sanders replied that the fields would have a 300 foot dimension, which
is standard for softball play. Concepts 2 and 3 provide 100 feet between
fence lines.
Bob Voto, City Auditor, reviewed Exhibit A of the City's Capital Budget
document dated October 14, 1987, which outlined estimated monies
Page -3-
Page 223
