MINUTES <br />City Council <br />Oct. 14, 1987 <br />Centerville <br />Road Park <br />Proposal <br />(Cont.) <br />the Council's long -term plan to decrease the City's mill rate. <br />LaValle asked the effect on the Capital Budget should the City choose <br />not to allow charitable gambling in the future. <br />Mr. Voto replied that without the approximately $100,000 per year <br />anticipated from charitable gambling, the plan would not work at <br />the $1.5 million level. <br />Fahey reported that the City recently purchased the Johnson /Mostad <br />property and was able to obtain grant money to fund a portion of <br />this purchase. <br />Scalze explained that the Johnsen property was purchased in May of <br />1986 on a contract - for -deed by the City at a cost of $84,000 for 9 <br />acres of property. The Mostad property was purchased at a cost of <br />$62,750 for 6 acres. The Mostad property was appraised by the City <br />at $55,500 and the City obtained a grant from the State and Federal <br />governments for three - quarters of that appraisal price. The property <br />owner has been asking $70,000 for the property. <br />Scalze reported that the City would pursue grants for the development <br />of the Centerville Road property, should the property be acquired <br />by the City. <br />For the public record, Fahey read letters which he has received from <br />citizens either for or against the acquisition of the Centerville <br />Road property. These letters were from Mr. and Mrs. Dick Thomalla <br />in favor of the acquisition, Sheryl Lambert in favor, Pam Younghans <br />in favor, an unsigned letter opposed, Greg J. Wolf in favor. Also <br />received was a petition signed by approximately 90 children in favor <br />of the Centerville Road property acquisition. <br />Fahey noted that the City has not negotiated a purchase price for any <br />of the properties involved. <br />Blesener pointed out that the City Attorney at one point was authorized <br />to try to obtain option agreements on the property, however, this was <br />not accomplished as of tonight's meeting. <br />Fahey noted that the City does have an appraisal of the property. <br />Fahey asked if there was anyone from the general public present wishing <br />to address the Council on this matter. <br />Terry Vitali, resident in the area of the proposed park, stated that <br />she was in favor of the proposal. <br />Steve Hallgren, 3005 Centerville Road, asked if the property currently <br />for sale in the area at a price of $80,000 per acre was included in <br />the proposal. <br />Fahey explained that the property in question is located north of <br />Page -5- Page 225 <br />
