MINUTES <br />City Council <br />October 14, 1987 <br />Centerville <br />Road Park <br />Proposal <br />(Cont.) <br />Montreal Courts and includes up to three lots of the AIC property. <br />Fahey also pointed out that when the Council looked at this property <br />in the past, the asking price ranged from 512,000 to 515,000 per <br />acre. <br />Phil Ducharme, resident on Centerville Road, asked about noise that <br />would be generated from this proposed park, and whether the park <br />entrances would be controlled at night. <br />Fahey noted that the City's current park entrances are controlled, <br />and stated that this would be the case in this area as well. <br />Jim Morelan, Recreation Director, reported that there are gates on <br />the Spooner Park parking lot entrances, which are closed when there <br />is a problem. <br />Harold Fiechert, resident on Jackson Street, stated that he has been <br />coaching girls' softball for the past 10 or 12 years, and was in favor <br />of the proposal. Fiechert outlined the improvement of the girls' <br />softball program over the past few years as well as the need for <br />additional fields in the City. Fiechert also reported that tournaments <br />can generate a lot of money for local businesses, but agreed that <br />lights should be out at the fields by 10:30 P.M. or 11:00 P.M. so as <br />not to disturb the neighboring residential properties. <br />Blesener asked the ages of the children that Fiechert has coached. <br />Fiechert replied that he has coached from 3rd grade through senior <br />high school. <br />Nina Costa, resident on Centerville Road, expressed concern about <br />noise and lights from the proposed park. <br />Fahey pointed out that it is being assumed that the fields would be <br />lighted. Fahey pointed out the City's efforts to work with the <br />residents adjacent to Spooner Park, and felt that the same consideration <br />would be granted the properties adjacent to this proposed park. <br />Costa stated that she could live with activities in the park up until <br />9 or 9:30 P.M., however, was opposed to fields being lit after that <br />time. <br />Blesener stated that if the park proposal is approved, the City would <br />work with the neighbors. <br />LaValle pointed out that County parks close 1/2 hour after sunset. <br />Scalze pointed out that the City's ordinance follows the County's <br />for park closings. <br />Jerry Butler, representing AIC Corporation, reported that his firm L <br />would be willing to work with the City on the park proposal provided <br />Page -6- <br />Page 226 <br />
