MINUTES <br />PLANNING COMMISSION <br />JULY 14, 1994 <br />VARIANCE FOR <br />FENCE HEIGHT <br />ROSEVILLE <br />AREA <br />SCHOOLS <br />Mr. Carson recommended approval of the Planned Unit <br />Development to allow the joint use of two separate <br />parcels of property as requested by D & T Trucking for <br />the Gervais property located on South Owasso Blvd. <br />Motion seconded by Garske. <br />Motion carried 7 - 0. <br />Mr. Tim DuFault, architect representing Roseville <br />Area Schools, appeared before the Commission <br />requesting approval of a Variance to allow the <br />construction of fencing which exceeds the height <br />limitations of the Code. DuFault reported that the <br />school district is planning utility improvements to the <br />Roseville Area Middle School site to improve fire <br />safety as well as storm water management. As part of <br />that project 8 new tennis courts will be constructed <br />and next summer 6 of the existing tennis courts will be <br />removed and replaced with an outdoor hard - surface play <br />area. Next summer the track will be upgraded, drainage <br />improvement made around the football field and there <br />may be improvements made to the bleachers. <br />Included in these projects is fencing on the north side <br />of the existing soccer fields adjacent to the <br />mobilehome park. DuFault reported that the proposal is <br />to install 10 foot high fencing in this area to prevent <br />soccer balls from going into the mobilehome park. It <br />is also proposed that 15 foot high fencing be installed <br />on the north side of the new tennis courts to again <br />prevent balls from going into the park. <br />DeLonais reported that he received a call from the <br />owner of the mobilehome park who requested that a <br />canopy be installed on the backstop which is near the <br />mobilehome park. There has been a problem with foul <br />balls going into the park. <br />The School District indicated that they were willing to <br />install the canopy. <br />Knudsen recommended approval of the Variance to allow <br />the construction of fencing at the soccer field and new <br />tennis courts were exceeds the height limitations under <br />the Code as requested by the Roseville Area School <br />District subject to compliance with the recommendations <br />18 <br />Page 27 <br />
