Minnesota <br />June 21, 1994 <br />PEC #2171 <br />This report concerns our recent subsurface exploration and <br />geotechnical review related to a proposed commercial building at <br />3065 Spruce Street in Little Canada, Minnesota. Prior to our <br />involvement, a geotechnical exploration program had been performed <br />at the site by others. Later, you authorized us to (1) review the <br />geotechnical report performed by another firm (2) observe the soils <br />exposed in test pits at the site, between the boring locations and <br />(3) submit a formal report to you which would include our findings <br />and recommendations related to appropriate earthwork procedures for <br />this building. <br />PROJECT INFORMATION <br />The subject commercial lot lies along the west side of Spruce <br />Street in Little Canada, Minnesota. We were informed that perhaps <br />15 to 20 years ago, surficial peat soils were stripped from the lot <br />and replaced with fill, back to about the elevation of nearby <br />street grade. We were informed that the majority of the fill was <br />fly ash. We were also informed that controlled (vibratory) <br />compaction of the fill was not performed. Rather, any compaction <br />that the fill received was due to passage of the bulldozers which <br />were used to place the fill. Peat soils were then stockpiled to <br />heights of 20' or more on the property, above the elevation of the <br />top of the fly ash fill system. Very recently, the peat overburden <br />has been removed, thus exposing the soil at or very close to the <br />elevation of the original top of fill network. <br />We understand that you propose to construct a one -story slab -on- <br />grade commercial building on this site. Overall plan dimensions of <br />the structure would be 160' by 100'. Finish floor elevation would <br />be perhaps 2.5' to 3.5' above the elevation of existing ground at <br />the site. The structure would be a steel building and according to <br />the steel building representative, the loads would be light. That <br />is, the structural loads would be carried down through the columns, <br />with maximum column loadings up to 67 kips. The steel building <br />designers indicated that the columns could be constructed to adjust <br />for post- construction settlement, by usage of extra long bolts at <br />the bottom of the steel column members. <br />Page 51 <br />
