MINUTES <br />PLANNING COMMISSION <br />AUGUST 11, 1994 <br />Keis pointed out that if the City allows this fence, <br />others could make the same request, and ring the pond <br />with fencing. <br />A resident reported that the townhome association has <br />established rules that residents are not to feed the <br />geese. However, the residents at Grand Pre are feeding <br />the geese. The resident did not believe that Grand Pre <br />would want to fence the pond to block the geese from <br />their property. <br />A resident of the townhomes reported that he is very <br />interested in wildlife, however, the situation at the <br />townhomes has become unlivable for the people on the <br />pond side of the townhomes. It is not possible to walk <br />through the property because of the geese feces. A <br />person literally cannot put their foot down without <br />stepping into the feces. The barrier prevents the <br />geese from accessing the property, is very low key, and <br />is not intrusive. The geese are not harmed by it and <br />have access to land on the opposite side of the pond. <br />DeLonais pointed out that the type of fencing that has <br />been installed is not allowable under the Code. <br />The resident felt the Code was vague and ambiguous. <br />The City Planner reviewed the Code, and asked if the <br />type of fencing that has been installed by the townhome <br />association is the type of fencing the City would <br />promote everywhere. <br />A resident pointed out that the fencing cannot be seen <br />from other properties. <br />Keis pointed out that the Code requires a wooden or <br />chain -link fence. <br />A resident asked that the Commission recognize the <br />fence as a temporary barrier rather than a permanently - <br />installed fence. <br />Garske pointed out snow fencing as well as garden <br />fencing as asked how the Code addressed these types of <br />fencing. <br />The Planner stated that he did not know that snow or <br />garden fencing was a specific issue in the City. <br />13 <br />
