MINUTES <br />PLANNING COMMISSION <br />AUGUST 11, 1994 <br />association spent $5,000 sodding the area around the <br />pond, and without the installation of the fence <br />preventing geese on the property, that area would have <br />been ruined. Lindman reported that with the fence <br />people can walk and children can play on the grass <br />without worrying about the health hazards. <br />The City Planner reported that the type of fence that <br />the townhome association has installed is not allowed <br />by Code, and the fencing would have to be more <br />permanent in nature. Either a small wooden or metal <br />fence. <br />One of the townhome residents pointed out that the <br />fence needs to be removable so that it can be taken <br />down in the fall to allow access to the pond by <br />residents during the winter. When the geese return in <br />the spring, the fence would then be put up again. The <br />resident reported that the townhome association is <br />trying to protect its investment. The resident did not <br />believe the fence was actually a true fence, but rather <br />a goose barrier. <br />The City Planner reviewed the definition of fence from <br />the Code. The Planner indicated that while the fence <br />which has been installed may work fine for the purpose <br />it was intended, it would be a precedent issue if the <br />CUP were approved. <br />Julie Stenberg, townhome resident, indicated that she <br />was concerned that the fence would inhibit evacuation <br />of townhome residents should a fire occur. Stenberg <br />reported that the fence has been moved away from her <br />townhome unit. However, she felt there should be some <br />sort of gate in the fence to allow people to get out of <br />the area away from the townhomes should a fire occur. <br />A resident indicated that he lives on the second floor <br />of the townhomes and there is a chain ladder that drops <br />from his patio to the ground floor for evacuation <br />purposes. The resident also indicated that his wife <br />had polio and has some trouble walking, but she has no <br />trouble getting over the goose barrier. <br />Keis asked the DNR's feelings about the fence. <br />The City Planner reported that the DNR would have no <br />issue with the fence proposed. <br />12 <br />
