MINUTES <br />City Council <br />August 27, 1986 <br />Time <br />Request <br />For T- <br />Intersection <br />Agenda <br />Item No. 12 <br />Property <br />Tax Cap <br />Agenda <br />Addition <br />Executeam <br />Proposal <br />Agenda <br />Addition <br />Street <br />Improvement <br />Plans <br />Agenda <br />Item No. 13 <br />Imp. <br />86- 2,3,4,5, <br />6,8,9, <br />&-15. <br />Bids <br />The Planner reported that Mr. Time has requested a T- intersection <br />at the end of Australian Avenue, rather than a full cul -de -sac. <br />Mr. Fahey suggested that the Engineer and Public Works Superintendent <br />consider Mr. Tima's request and make a recommendation at the next <br />Council meeting. <br />The Planner reported that he has been researching the property <br />tax cap that Mr. Larry Lee reported that another city is providing <br />in order to attract an industrial company to its city. However, <br />neither he nor Briggs and Morgan can find a way to provide such a <br />cap. <br />The Planner reported that Mr. Lee will try to get additional <br />information from the company involved. <br />Fahey did not feel that the City should spend a lot of money having <br />the Planner research this matter. <br />Mr. Blesener reported that he has spoken with one of the property <br />owners involved in the recent proposal by Executeam for development <br />of an office building at the corner of Little Canada Road and <br />Centerville Road. This property owner has now been informed by <br />Executeam that nothing will happen on the property this year, and <br />it may not be until next year before the development proposal is <br />put together. <br />Blesener felt that in instances where the City is discussing the use <br />of tax increment financing to aid development, the property owners <br />should not be mislead that something will happen on the property <br />quickly. <br />The City Engineer submitted street improvement plans for road <br />reconstruction projects within the City and requested that he be <br />authorized to call for bids on these improvements. <br />Mr. Blesener pointed out that the letter the Council requested <br />be sent to the property owners on Lakeshore Avenue and East Rose <br />Place did not go out. Blesener suggested that the overlaying of <br />these two streets be included in the bid, and in the meantime <br />the City can contact these property owners regarding their feelings <br />for the improvement of their street. <br />The Engineer reported that bids would be opened on October 7 and <br />could be considered at the October 8 Council meeting. <br />Page 35 <br />Page -16- <br />
