McCumber pointed out <br />that the Sheriff recommended that the barbed wire be <br />installed. McCumber felt the barbed wire was a <br />psychological deterrent. <br />Keis pointed out McCumber's comments that his neighbors <br />favored the barbed wire, and indicated that the <br />neighbor told him he did not care one way or the other. <br />Keis did not feel that barbed wire would be much of a <br />deterrent to a professional thief. <br />Mrs. McCumber pointed out that the barbed wire will <br />also keep children out of the storage area, thus <br />preventing serious injuries. There has not been a <br />child in the storage area since the barbed wire was <br />installed. <br />The City Planner pointed out that the Code requires <br />that this property conform with the residential fencing <br />requirements since it abuts residential property. <br />Garske felt that a property owner has the right to <br />protect his or her property. Garske did not feel that <br />barbed wire was an eyesore. <br />Jackson acknowledged that Mr. McCumber was operating <br />his business before the residential property was <br />developed, and sympathized with McCumber's plight. <br />However, Jackson felt that the barbed wire was an <br />eyesore and would not be the deterrent to his problems <br />he believes it to be. Jackson submitted pictures of <br />McCumber's chain -link fence which has slats, and <br />pointed out that the slats provide very little <br />screening. <br />Garske stated that he was surprised that Jackson has <br />not put up a privacy fence. <br />Jackson replied that he had offered to pay the <br />difference in cost between a wood fence and chain -link, <br />however, chain -link was more expensive. Jackson <br />reported that he has planted pine trees along the fence <br />which should provide screening in a few years. <br />The City Planner reported that five criteria must be <br />met in order to approve a CUP for a special purpose <br />fence adjacent to residential property.
