MINUTES <br />PLANNING COMMISSION <br />SEPTEMBER 8, 1994 <br />storage area and vandalizing, but with major theft. <br />Jackson stated that he sympathized with McCumber's <br />situation, and he will be more aware as a neighbor and <br />call the police if he sees anything suspicious. <br />However, Jackson stated that he did not like the looks <br />of the barbed wire and did not feel it would serve as a <br />deterrent to the major thefts that have been occurring. <br />McCumber explained that initially he purchased a chain - <br />link fence to install adjacent to the residential <br />development, but was asked by the developer if he could <br />install a wood fence. McCumber agreed, and the <br />developer installed the wood fence. That fence was <br />then blown down in a storm, and McCumber installed the <br />chain -link fence which he had already purchased. The <br />Building Inspector at the time, Ed Locke, issued a <br />building permit for the fence. Two months later the <br />City informed him that chain -link was not permissible, <br />and the matter went to court. As the lawsuit <br />progressed, the City was unable to produce any <br />documents from the file, with McCumber indicating that <br />he gave the City copies of his records which had <br />disappeared from the City files. McCumber indicated <br />that based on the fact that the City's Building <br />Inspector issued a permit for the fence, the City <br />dropped its lawsuit. McCumber indicated that he had <br />planned to install barbed wire on the fence originally, <br />and only recently did so to address the theft problems. <br />McCumber again pointed out that he first contacted City <br />Hall to make sure it was permitted. It was just this <br />last August that the City informed him that the barbed <br />wire was not in violation. <br />McCumber informed the Commission that the Sheriff's <br />Department feels there are two groups of professionals <br />working the area. The thieves go over the fence, <br />gather up the materials they want, and have used the <br />tools stored in the vehicles to cut the locks on the <br />gate. They then drive in, load up, and leave with <br />tools, materials, and, most recently, one of Arcade <br />Electric's trucks. <br />Keis questioned that barbed wire would stop these <br />professional thieves. <br />McCumber replied that he checked at City Hall and was <br />told that barbed wire was O.K.
