MINUTES PLANNING COMMISSION SEPTEMBER 8, 1994 RICE STREET The City Planner reported that he was asked to look & GENERAL at the uses allowed in the B -3 Zoning District as BUSINESS well as the effect of these uses in the redevelopment DISTRICT of Rice Street. The Planner felt that the uses USES allowed in the City's B -3 Zoning District were fairly typical. The Planner felt there was a problem, however, with some of the uses which roll over from the B -2 District, for instance the high - volume, auto - oriented businesses as well as those businesses which would have open and outdoor storage. The Planner stated that it would be his recommendation to eliminate some of these uses from the B -3 District. COMP PLAN The City Planner recommended that as part of the Comprehensive Plan update that land uses be more distinctly addresses, that is designating some areas of the City for auto - related uses, and others for retail uses. Davison pointed out that the Community Pride Committee has been discussing Rice Street and its future. Schletty expressed concern with the lack of progress in updating the Comp Plan. Keis asked if the report on General Business District uses was for information at this point. The Planner replied that it was since he believe it would be more practical to address the issues raised in the report as part of the Comp Plan update. The City Planner presented some Comp Plan update information to the Commission, and asked them to review it and be prepared to discuss it at their next meeting. Knudsen asked for a time line for updating the Comp Plan. The Planner reported that he would put one together and present it to the Commission at their next meeting. The Planner asked in reviewing the document presented this evening that the Commission pay attention to land use conflicts that they see as well as think about resolutions to these conflicts. 11 Page 14
