MINUTES <br />PLANNING COMMISSION <br />SEPTEMBER 8, 1994 <br />RICE STREET The City Planner reported that he was asked to look <br />& GENERAL at the uses allowed in the B -3 Zoning District as <br />BUSINESS well as the effect of these uses in the redevelopment <br />DISTRICT of Rice Street. The Planner felt that the uses <br />USES allowed in the City's B -3 Zoning District were fairly <br />typical. The Planner felt there was a problem, <br />however, with some of the uses which roll over from the <br />B -2 District, for instance the high - volume, auto - <br />oriented businesses as well as those businesses which <br />would have open and outdoor storage. The Planner <br />stated that it would be his recommendation to eliminate <br />some of these uses from the B -3 District. <br />COMP PLAN <br />The City Planner recommended that as part of the <br />Comprehensive Plan update that land uses be more <br />distinctly addresses, that is designating some areas of <br />the City for auto - related uses, and others for retail <br />uses. <br />Davison pointed out that the Community Pride Committee <br />has been discussing Rice Street and its future. <br />Schletty expressed concern with the lack of progress in <br />updating the Comp Plan. <br />Keis asked if the report on General Business District <br />uses was for information at this point. <br />The Planner replied that it was since he believe it <br />would be more practical to address the issues raised in <br />the report as part of the Comp Plan update. <br />The City Planner presented some Comp Plan update <br />information to the Commission, and asked them to review <br />it and be prepared to discuss it at their next meeting. <br />Knudsen asked for a time line for updating the Comp <br />Plan. <br />The Planner reported that he would put one together and <br />present it to the Commission at their next meeting. <br />The Planner asked in reviewing the document presented <br />this evening that the Commission pay attention to land <br />use conflicts that they see as well as think about <br />resolutions to these conflicts. <br />11 <br />Page 14 <br />
