2. The proposed site is or will be compatible with present <br />and future land uses of the area. <br />3. The proposed use conforms with all performance standards <br />contained herein. <br />4. The proposed use will not tend to or actually depreciate <br />the area in which it is proposed. <br />5. The proposed use can be accommodated with existing public <br />services and will not overburden the City's service <br />capacity. <br />The nature of the proposed use is not compatible with present and <br />future land uses of the area, which are entirely residential, with <br />the exception of the Arcade Electric property. The applicant <br />maintains that the barbed wire is necessary to secure a storage <br />area which is surrounded by an eight foot high chain link fence. <br />The purpose of the Ordinance provision requiring residential <br />standards on commercial and industrial properties abutting <br />residential districts is an acknowledgement that certain industrial <br />land use practices are not compatible with residential uses. While <br />the City does not ask business owners to retrofit their properties <br />to meet new standards or accommodate new residential neighbors, the <br />construction of new facilities is required to meet standards which <br />will allow both of the conforming uses to coexist. A barbed wire <br />fence along the boundary line of a residential property would not <br />appear to meet this purpose. <br />We would not recommend approval of the Arcade Electric Special <br />Purpose fence conditional use permit, due to the proximity of the <br />barbed wire fence to residentially zoned and developed property. <br />pc: Kathy Glanzer <br />Joel Hanson <br />Ed McCumber <br />2 <br />Page 22 <br />
