The <br />nature of the fence is to allow barbed wire extensions on top of a <br />security chain link fence at the southeast corner of his property. <br />This fence abuts a residential district and use, which under the <br />Ordinance, would require Arcade Electric to adhere to the <br />Residential District standards. Barbed wire extensions are not <br />permitted in Residential Districts, but are allowed in Industrial <br />Districts. Arcade Electric is zoned I -1, Light Industrial. <br />Special Purpose fences are allowed by Conditional Use Permit to <br />give the City some flexibility in approving certain fencing <br />arrangements which do not conform to the Ordinance requirements, <br />but also cannot meet the variance criteria requiring uniqueness and <br />physical hardship. Conditional Use Permits do have to adhere to <br />the Conditional Use Permit section of the Zoning Ordinance, which <br />is restated below: <br />C. The Planning Commission shall consider- possible adverse <br />affects to the proposed amendment or conditional use. Its <br />judgement shall be based upon (but not limited to) the <br />following factors: <br />1.
