Hanson <br />On Tuesday, September 20, 1994, Harlan Olson and myself had a <br />preconstruction meeting with Tom Theis and Steve Havel of Frattalone <br />Excavating regarding Leeward Way street and utility improvements. At the <br />preconstruction conference, concerns were raised about providing a paved <br />turn - around at the end of Leeward Way. Mr. Theis and Mr. Havel were <br />looking for direction as to exactly what the City wanted for a paved turn- <br />around in that area. I told them I would review the plans and development <br />agreement, discuss it with the City Engineer, and get back to them with an <br />answer. Attached with this memo are four options I believe we have. They <br />are as follows: <br />Option I: <br />This is what was proposed by Mr. Theis at the meeting if the City <br />wants to pursue paving on the right -of -way. This would be <br />installation of the new curb and paving behind the curb up to the end <br />of the road. <br />Option II: <br />This is what I believe the Council is looking at regarding the <br />development agreement for concrete curb and gutter expanded out to the <br />end of the right -of -way. <br />Option III: <br />This is the continuation of the street without the paving of the <br />right -of -way. <br />Option IV: <br />This is the installation of bituminous to the edge of the right -of -way <br />and not installing any concrete curb and gutter, but placing a <br />bituminous curb. <br />Page 51 <br />
