Mayor & City Council <br />October 7, 1994 <br />Page 2 <br />would like roadways turned back to us. As you will note, we are <br />asking for all roads to be turned back to us by 1997. It would <br />be to our advantage to get roads back as soon as possible in <br />order that we can get them on our MSA system and begin collecting <br />additional dollars so that we have funds available for future <br />construction needs. However, no city within the County was able <br />to front load their request. Therefore, our request was based on <br />the County's guidelines of spreading turn -backs out over a three <br />year period. <br />At the point in time the roadways are turned back, the County <br />will participate to the level of assistance shown under County <br />Reconstruction Costs should we undertake a project. For example, <br />on Arcade Street between LaBore and Co. Rd. D, the County would <br />be contributing $190,000 to that project. The City would be <br />responsible for the balance of the cost with our funds to come <br />from new MSA proceeds and other potential City sources. <br />It is staff's recommendation that the Council endorse our listing <br />of turn -back dates as proposed. While this process will have <br />cost implications for the City, we feel it is the best approach <br />for all jurisdictions on a County -wide basis. Increased State <br />Aid dollars will also help us to address reconstruction and <br />maintenance needs on a more timely basis. in the attached memo, <br />you will note that Vadnais Heights has already ratified their <br />streets in a manner that would be consistent with our <br />recommendation. <br />Should you have any comments or questions, please let me know. <br />JRH:kpv <br />cc: Jerry Bourdon, City Engineer <br />Dave Harris, Public Works Superintendent <br />Page 39 <br />
