Hanson <br />As you know, an extensive process has been on -going in Ramsey <br />County regarding who should have the controlling interest for <br />certain roadways. As a result of this process, a number of <br />roadways that had been designated County roads are being turned <br />back to municipalities. The County is in turn taking a number of <br />roads from the State of Minnesota. They are also assuming <br />responsibility for roadways in the City of St. Paul which serve a <br />County function. The end result of this process will be to have <br />a system of roadways that the County is in charge of whereby <br />traffic flows are planned for on a County -wide basis. <br />In Little Canada's case, we will be assuming responsibility for <br />roadways that were previously controlled by the County <br />(approximately 5 miles). The advantages to this are that we will <br />be able to ensure that roads are maintained to our standards in <br />terms of year -to -year needs as well as reconstruction. An <br />example would be Arcade Street which needs significant attention, <br />but would be low on the County's priority list. We will now be <br />able to accelerate work on this roadway. <br />The disadvantages of this process are that by assuming these <br />roadways, we will now be absorbing the on -going maintenance costs <br />as well as reconstruction costs. This is being offset by the <br />fact that these roads will be immediately placed on our Municipal <br />State Aid (MSA) system as soon as they have been turned back to <br />the City. Based on an estimate by our Engineers, once all <br />roadways designated for turn -back to the City of Little Canada <br />are on our system, our State Aid allocation should increase by <br />approximately $120,000 per year; given current funding criteria. <br />These dollars would be used for on -going maintenance activities <br />as well as assisting in future reconstruction. <br />Attached is a spread sheet showing the streets that are to come <br />back to the City as well as a map depicting same. Based on a <br />meeting held with all affected Ramsey County jurisdictions on <br />September 22, 1994, we made our request for the years in which we <br />Page 38 <br />
