Hanson, City Administrator <br />RE: Barbed Wire on Fences Abutting Residential Property <br />After discussion of this matter at the September 28th Council <br />meeting, I am a little unclear as to how to proceed. At this <br />point in time I am planning the following course of action: <br />Obtain City Planner's report regarding the status of the <br />barbed wire on top of the fence surrounding the <br />water tower. (Copy Attached.) Based on an assumed <br />construction date of 1978 or 1979 (Water Tower construction <br />date), the fence would be a lawful non - conforming use. <br />Dave Harris, Public Works Superintendent has indicated that <br />the barbed wire is not necessary on the fence surrounding <br />the water tower. Therefore, we could consider removing it <br />irrespective of ordinance compliance if deemed appropriate. <br />Obtain a recommendation from the Sheriff's Department <br />regarding the use of barbed wire as a deterrent for theft <br />and burglary. (Copy attached.) <br />City staff will be conducting a survey of <br />commercial /industrial properties abutting Residential to <br />discover how many of these conditions exist. <br />At this point in time, the Arcade Electric fence is not in <br />compliance with City Code. After the above information is <br />presented to the Council for discussion and determination of a <br />course of action (tentatively planned for our October 26, 1994 <br />meeting), staff will seek removal of the barbed wire from the <br />fence if either a CUP or Text Amendment allowing the barbed wire <br />to remain is not approved.
